I had your exact scenario and it fixed my issue. This should atleast narrow down where the problem is. In the Error Log it lists the following issue: Error (2606) Unable to perform the job because one or more of the selected objects are locked by another job. I stopped the SCVMM service and took the back up of SCVMM database.

I have the following setup: -hyper-v cluster running at the datacenter -vmm-server with APP-controller running on a different location. From all of the posts that I have read, maybe my problems are caused by running the SQL Express on the scvmm server.
